Senior Legal Leadership Sized to Your Business
Agility Legal Solutions, PLLC delivers fractional general counsel and compliance services to insurance companies, exactly when and how you need it. Need a sole attorney to run your entire legal function? An expert to close a specific gap? Backup for a stretched team? We step in and keep your business moving.
Think of us as the middle ground between in-house counsel and an outside law firm. You get the close working knowledge of an embedded attorney with the flexibility of an advisor you engage only as needed. We take on a limited number of clients, so you get fast answers and real attention. Tiered monthly pricing is a fraction of what comparable experience costs at a traditional law firm.
Our founder brings 15+ years of regulatory counsel experience at top ten carriers and small insurers alike, from large compliance operations to lean teams where one attorney wears every hat. The result is a true generalist who knows what keeps regulated companies compliant at any size.
Meet Our Founder
Janiella Shirley is a senior regulatory attorney and accomplished business leader with a deep commitment to helping companies reach their goals. With 15+ years of experience advising complex insurance operations across regulatory affairs, compliance, and the full insurance lifecycle, from product and pricing through claims, reinsurance, and governance, she delivers pragmatic, solution-oriented counsel that turns regulatory complexity into business advantage.
Janiella most recently served as Senior Director Counsel at Porch Group, Inc., where she led the legal and compliance functions for the company's P&C insurance subsidiaries and captive reinsurer. Before Porch, she spent nearly a decade as Associate General Counsel at USAA and served as Staff Counsel at Liberty Mutual. With extensive experience at national carriers and growing insurers alike, Janiella brings big-carrier rigor and a practical, roll-up-your-sleeves approach to every client.
Janiella founded Agility Legal Solutions, PLLC on a simple belief: every business deserves expert counsel who is as committed to its success as its own team. Agility gives insurers and other regulated businesses senior legal leadership sized to their needs, with no full-time hire required.
Why Fractional Counsel?
Senior insurance counsel, without the full-time executive price tag.
Insurance regulation is complex. Compliance benches at smaller carriers and MGAs are thin. Experienced legal executives are expensive to hire and keep. Most companies end up choosing between a stretched internal team and an outside firm that bills by the hour and doesn't know their business. Fractional counsel is the third option.
Predictable cost, not a monthly surprise
Hourly billing turns every question into a budget decision, and too many companies wait to call an attorney because of it. With a monthly retainer, you know what legal costs before the month begins, and you can pick up the phone without watching the clock.
Executive-level leadership, sized to your business
A full-time general counsel means executive compensation, benefits, and overhead. If your business needs senior legal leadership but not 40 hours a week of it, you shouldn't pay for the difference. Fractional counsel gives you the experience of a senior hire at the level of support you actually use, and you can scale it up or down as your needs change.
A partner, not a stopwatch
Outside firms start from scratch every time you call. Fractional counsel learns your products, your risk tolerance, and your goals, then works as part of your leadership team. You get answers that fit your business, and someone who raises the issue before you have to ask.
One attorney who knows the whole picture
When different attorneys handle different matters, context gets lost and advice can conflict. With fractional counsel, one senior attorney holds the full view of your contracts, regulatory commitments, and priorities, and builds knowledge that stays with your business.
Prevention over crisis management
Most legal problems start small. A missed filing, an unclear contract term, or an outdated compliance policy is cheap to fix early and expensive to fix later. Fractional counsel is built to catch these early. For insurance companies, that means:
Regulatory compliance and market conduct exam readiness
Rate and form filings, licensing, and regulator correspondence
Day-to-day legal support for underwriting, claims, pricing, and distribution teams
Consumer complaint response and regulatory change management
Reinsurance, vendor, and partner contracts
Corporate governance and board support
Let's build the right legal support for you!
Pricing & Services
Tier Pricing
Start where you are and grow from there. Our flexible monthly retainer tiers, Essentials, Core, and Comprehensive, offer our full range of services at increasing levels of involvement, with more hours and deeper support at each step.
Retainers generally range from $4,500 to $16,000 per month and include 10 to 40 hours of support. Final pricing is determined after a consultation, based on the size and complexity of your business.
Core Services
-
Get legal guidance across claims, underwriting, pricing, product, and licensing. Support ranges from answers when you ask, to scheduled check-ins, to attorney involvement across your functions with priority responses.
-
Start with a one-time readiness assessment that measures your compliance program against regulatory requirements and industry practice, with a prioritized action plan. From there, track your program’s maturity over time and close gaps with hands-on help. Support ranges from an annual check-in to ongoing program management with monthly progress reviews.
-
Stay ahead of changes without reading every bulletin. You receive regulatory alerts filtered to your states and lines of business. Higher tiers add a brief impact note or advisory memos with recommended next steps.
-
Keep campaigns compliant before they go live. We review materials for required disclosures and advertising rules, including multi-state compliance reviews at higher tiers.
-
Get through exams with an attorney who knows the process. We draft written responses to document requests and, at higher tiers, attend exam calls and meetings for routine market conduct and financial exams.
-
Keep your board, records, and filings in order. We provide agendas, minutes, and resolutions, or templates if you run meetings yourself, and higher tiers add board training and an attorney available to attend meetings. We also prepare and file your Corporate Governance Annual Disclosure and routine holding company filings (Forms B, C, D, E, and F).
-
Move deals forward with review and negotiation of NDAs, service agreements, vendor contracts, MGA and agency agreements, TPA agreements, and producer and marketing agreements.
-
We provide guidance on program structure and terminology, plus review of standard treaty renewals (quota share or excess of loss).
